There are basement brick water sealer products on the market that will seal from either the inside or the outside of the house. Minor, intermittent links can be fixed with an interior waterproofer such as Drylok or Xypex. For a more effective treatment, working from the outside of the house using a water sealer will yield the best results. You will need to rent a backhoe to dig to the bottom of the foundation.
You will most likely need to apply a second coat to ensure that the basement brick water sealer takes hold. The sealant will only be effective for one to two hours after the can is opened, so it is important to use the entire can in one application for the best results.
